DHCP lease order

This has been oft-asked on this list.  The order in which DHCP hands out
leases from its free list is not defined in the RFCs and those who implement
are free to do what they want.  That said, there's no way in ISC's version
of specify the order.

Our dhcp server gives out leases from the end of the subnet back to the
beginning.

Is it possible to reverse this ordering?
