Not exactly.  You could do something like looking at the PRL to see
if the client requested the options, but a server would never know
for sure if the client does the same thing with the option contents
as it does with the header fields.  The administrator's intent could
get lost in the shuffle, and you definitely lose some control.

It would be appropriate for an admin to prefer the options over the
header fields in forming configuration.  Limit the configuration of
header fields only to those clients that are known to require it.
