Restricting ONT's Ethernet port to singe active IP address

Do you "allow" more than one lease?  If one's approach is that consumer
public IP address lease count doesn't matter, than there would be no reason
to find ways to limit it.

In our case, a lease limit of 2 would still be too low. This is a "long
tail" distribution, with the most extreme being 39 leases. But 7 leases
would cover 99.9% of the customers for us. Cumulative distribution:

7     99.9
6     99.8
5     99.6
4     99.3
3     98.6
2     96.7
1     76.4
