Windows XP seems to *forget* to send DHCPINFORM and DHCPRELEASE

Perhaps only when it needs them

Try firing up a browser and see if that triggers a DHCPINFORM. On the
other hand there may be only certain types of options that are
requested using DHCPINFORM, eg proxy settings.
