partner-down still peer holds all free leases

IIRC, then the running server must wait for MCLT seconds after it 
entered into the partner-down state, before it will begin to manage 
leases from the partner.

That's why I'm jumping on this piece of info from omshell, what is the 
value of MCLT in the configuration?
