SIGHUP on Solaris 9

Hello,
I'm running dhcpd 3.1.1 on Solaris 9 and am having a problem when trying to send a SIGHUP signal to the daemon in order to have it reread the dhcpd.conf file. Instead of reloading its config, my daemon just terminates as if I'd sent a SIGTERM instead. Is this the intended behavior, am I doing something wrong, or is there some other way to re-read the conf file after the daemon is running?
