Run dhcpd 4.0.0 as chroot ?

Here is my next problem:

I am trying desparatly to make dhcpd run chroot'ed. As I presently find 
no paranoia patch
for v4.0.0, I attempt to run dhcpd via startproc. I can only do that - 
with appropriate
adjustment of path names, of course - if I do not set the -c (rootlevel) 
parameter for
startproc. When I set "-c /var/lib/dhcdp" and have all required files in 
proper places
the following error appears upon startproc;

Startproc: exit status of parent of /lib/dhcpd: 100

According to this text, I must assume, that the exit code 100 really 
derives form dhcpd
and not from startproc, but the documentation for dhcpd gives no 
information relevant
to this event.

Does anyone have an idea as to what hides behind exit status 100 ? Tnx 
in advance.
