Multiple DHCP Server configuration in a single LAN

This appears to be the only subnet defined in your configuration.

Your server is in a different subnet.
Nothing will work unless you define the subnet in dhcpd.conf
where your server is actually located.
Doesn't your log contain a message telling you this?

If you don't require the Windows DHCP server, why not turn it off?
