it depends on configuration.  the easiest way to say it is the rfc
tells us we don't have to know about the client's lease information,
if any, and yet config syntax permits the assignment of config on a
basis depending on lease.

to some extent we can do more to make replies 'more similar', and we
probably should to the extent that it doesn't overburden inform
processing, but we are always going to have a small window of config
syntax that only works on DORA and can't be sourced on an INFORM.
