How to configure DHCP server to send VIVSO option

Damn, we have some stupid spec here (ADSL Forum TR-111) which requires
that we send back this option whenever we get a request with vivco
information in it.

I guess we will have to modify the code then.

we don't currently use the VIVCO option as an implicit PRL for VIVSO
options, and if we did, it would only form the VIVSO option (create
a smaller option than we do currently).

to actually get it in the output packet with all its contents, it must
appear on the parameter request list.
