option time-offset with cable: consequences of setting to 0?

Nick,
The option time-offset is deprecated.  It has no affect on your packet cable
system or any other system you may be running.  This option may cause future
versions to throw errors.  I would suggest removing it completely instead of
setting it to a different value.
