That branch is up to 3.0.7 now, you might want to upgrade.

I haven't tried this, but I think it would work:
class "bootp" {
match if not exists dhcp-message-type;
}
subnet 192.168.1.255 netmask 255.255.255.0 {
pool {
allow members of "bootp";
range 192.168.1.2 192.168.1.100;
}
}
