there's really no reason that a given client's client identifier
option should change, except that you have to understand "a dhcp
client" as software running on an operating system.
so as the operating system is different pieces of software running on
the same hardware, it's likely they make different decisions about how
to identify themselves.
outside of that, client id's really should not change, and if they do
that's kind of a bug.
