Windows XP, per se, isn't involved.
Option 252 is used by the browser application, and
only if the browser settings require it. We had some
"interesting" problems here a few months ago; I forget
the details. Your best best is probably to seek out
Microsoft's documentation and read it through carefully
(at least twice!).
You may find that you have to intervene on every client
machine to enable the behaviour you want.
