For text option types, I've seen people configure zero-length values

I think there is no legal "zero length" syntax for an ip-address
option however, so this isn't really helpful.

The truthis that we need to create a 'negative cache' feature in the
option cache code, and provide a way to create a negative entry.  Zero
length options are often used in DHCPv6, so this serves both
protocols.
