That's not what I see in that capture. I see "client makes request...
client makes request... client make request...".

I see no offers; though I notice the capture output is filtered and the
output is also wrapped. Are you *sure* the server doesn't have any ACLs,
or is otherwise dropping the packet?

Maybe try again with:

tcpdump -s 1500 -e -v -v -v 'port 67' | tee file.txt

...and either dump the file on a webserver/pastebin or attach it to the
mail (not sure if the list permits attachments).
