What does a wireshark/tcpdump on the outgoing interface show for the
OFFER?

A config similar to mine, with some of the more sensitive bits cut out,
lives here. We're really not doing anything special:

The DHCP server binary is the stock RHEL5 RPM; there are patches in the
RPM, but I don't know if they're relevant.
