dhcpd in a cable network

If you're using Arris' eMTAs you can turn on a level of debugging that will
show DHCP requests and response on the eMTA.  This is very helpful in seeing
if the traffic is getting back or not, and what the eMTA is doing with it.

Hi, everyone

I'm using isc dhcpd for cable modems' provisioning. I have a problem
with EMTAs (cable modems that have telephone adapter built in). Once I
reset all of them at once the EMTAs do not get the secondary IP (the
telephony part must get the secondary IP and its own config file). They
all get their primary IPs just fine, but after I see a neverending
DISCOVER, OFFER, REQUEST and ACK for a secondary IP in the log (the
process repeats over and over).
The "magic" starts when I reset dhcpd several times. I have no idea why,
but after some resets two or three EMTAs finally get online. So, with
30-40 resets of dhcpd process the network is up again.

I'm not sure if dhcp is really a problem. So, before posting configs and
logs I would just like to ask if anyone has had this problem in the
past.

P.S.
When I reset EMTAs in small quantities, they get online fine. The
problems start when I reset 50-70 at once.
