on dhcpd.conf

Thank you Chuck
This DHCP server is the only one that available and no other DHCP server
on the network.
I've checked my dhcpd.conf file and did not find any subnet of
'192.168.180.x'. it's really strange.
And thank you for your suggestion on the 'router' and
'broadcast-address'.

Is there another DHCP server on the network, or is there another 
subnet block that you haven't shown?

The routers and broadcast-address options you have configured above 
don't match the subnet definition.  You can't have a router or 
broadcast-address that is outside of the subnet.
