Yes, it will work with any compliant relay agent - it doesn't know, 
and doesn't care what it might be as long as it handles packets 
properly.

No. Again it doesn't care where the requests come from. There are 
admins running ISC servers handling several hundred thousand clients 
across thousands of networks.
