I don't think this was answered for our software.  Shane probably
knows it off the top of his head, I'd have to go spelunking.

The easy way to work around this in DHCPv4 was to allow the admin to
over-ride the DHCPv4 PRL.  See also "WPAD".

We can easily supply a similar mechanism if that is ever needed, but
we don't want to encourage this sort of thing through its existence.
