The server only replies with options in the ORO, with the following exceptions:

CLIENTID, SERVERID (of course)
IA_NA, IA_TA (we need these to give addresses)
RAPID_COMMIT (if the client requests rapid commit)
STATUS_CODE (if there is an error)
VENDOR_OPTS

The same logic applies as with DHCP for IPv4: we don't bother sending options
that the client didn't request, because the client would not know what to do
with them if we did send them.
