dhclient was designed to have only a single daemon allocate
addresses for all interfaces.  As a result, the daemon only
recognizes one dhclient.leases file.

Meanwhile, the model employed by operating systems in bringing
network interfaces up and down is on a per-interface basis.

So if Redhat's system integrators ran dhclient twice without
specifying different dhclient.leases files as a command line
option, there would be problems.  The two daemons would compete
for the file, overwriting each other's output.
