ISC DHCP 3.0.6 is now available

Hi

I have configured /etc/dhcpd.conf file and now Im trying to start the
DHCP Serive by entering command service dhcpd start but it shows me

Can't open lease database /var/lib/dhcpd/dhcpd.leases: Permission denied
--
  check for failed database rewrite attempt!

Im using dhcp-3.0.6 version.  I have already created the dhcpd.leases
file under the mentioned path. Im working in root user.

Can anyone tell what can be the issue and how can I resolve it
