Well, 3.0.x doesn't, and 3.1.x "doesn't quite".
In 3.1.x, you can set 'infinite-is-reserved', and any dhcp clients
that specify an infinite dhcp-lease-time will get assigned a reserved
lease.
It is a trivially small matter to reduce that to a configurable
threshold, or to just comment out the check so it always succeeds
(and all clients get reserved leases).
