Two thoughts come to mind
There was a posting in the last month or so about a program 'dhcpping'
available from
http://www.mavetju.org/download/dhcping-1.2.tar.gz
I haven't looked at this yet, so I can't comment on how suitable it might be.
The second way would be to use omapi (try man omapi, and man omshell)
to see if you can connect to the runing dhcp process.
Some simple scripting using either of the above methods to detect
non-response should be workable.
As a general comment though, I find dhcpd to be super-reliable, in that
it just doesn't stop.
