No free leases

The issue is that the request is coming in on eth2 which is on
192.168.21 based on an earlier mail:

eth2: terminals from 192.168.21.1 to 192.168.21.144

and since you have no dynamic range configured, and there's no static
config for that host in that subnet, there are no leases available.
It sounds like the terminal is on the wrong vlan/subnet if you do want
it to have the 192.168.11.* address.  Otherwise, you can give it a
192.168.21.* address and that should work ok.
