Weird Message When Doing DHCP Failover

All,

I have configured my ISC DHCP server to do failover, but I get this weird 
message, and then segmentation fault.
Here's what I get:

No subnet declaration for /etc/dhcpd-failover.conf (99.111.110.102).

I don't have a subnet 99.111.0.0 declared or needed. Is this some sort of 
weirdo error based on the code
for failover? Both of the DHCP servers are running the same version of DHCP 
and the second gives the
same error as the first. Any help would be greatly appreciated.
