Not necessarily.

You can configure rsync quite securely (lookup rsync as a daemon) and 
set things up so that when you edit a config file, it can then be 
copied over automatically. A script on the other host can notice an 
updated file and test/install it.

You can apply the same process locally as well if you want to avoid 
giving the admin guys root access.
