Lease based on mac in header

If you wanted to do something other than DHCP, I suppose you could
do this.

But RFC2131, defining the DHCP protocol, is pretty unequivocal on
this point.

I'd recommend taking this up with D-Link, as that is inarguably a
bug if true.
