Set the server state to 'shutdown'.

Either use outside checks (dhcpd.pid) or try reading the state
variable back.

It shouldn't be possible for one server to cleanly shutdown without
causing the peer to enter partner-down, and the exchange has nothing
to do with OMAPI by that time.

Uncleanly shutdown, definitely.
