Secondary server sending out the first lease

Hi, 
   
  I  cannot figure out is why on the first lease request secondary is giving it out but on any subsequent release and renews it comes from  primary .  Should DNS2 even be giving out lease if it knows dns1 is up?

 Does this difference of more than 1(non zero lts) would cause such a behavior
