It depends on your operating system - I know that Solaris and most
flavours of Linux use /etc/nsswitch.conf. On the hosts line use an
entry like this:

hosts:      files dns

to make it use /etc/hosts then DNS.

I don't believe there's anything you can put in resolv.conf to give it
this behaviour.
