Failover peer ignores some requests

Hi,
we are running version 3.0.3 on a RHEL3 failover pair, using one of Jason 
Vas Dias's RPMs: dhcp-3.0.3-3_EL3. We are using Cisco routers and their 
relay agents. All interfaces are configured with (at least) two ip 
helper-addresses, i.e. those of the two failover peers.

Today I noticed something strange. One peer keeps logging this every few 
seconds:

May  8 14:05:03 noc2 dhcpd: DHCPDISCOVER from 00:16:46:89:c6:27 via 
134.95.128.172: peer holds all free leases

The last "pool" line for this subnet in the log reads:

May  8 13:50:06 noc2 dhcpd: pool 88af2f0 134.95.128/24 total 27  free 5 
backup 0  lts 2

Even that is unclear to me. Doesn't "free 5" mean that *this* peer has 5 
free leases? Anyway, what's even more baffling is the behavior of the other 
peer. It doesn't show any DHCPDISCOVER messages anymore. Instead it keeps 
logging this:

May  8 13:54:19 lvr13 dhcpd: pool 89be580 134.95.128/24 total 27  free 4 
backup 1  lts -1

The rate is about the same as above. I've checked with ethereal that this 
peer *does* get the DHCPDISCOVERs, it just seems to ignore them!? Any idea 
what's going on there??
