> What is a link local address?

    Link local addresses are a reserved IP range (169.254.0.0/16) that can be
used on a local network without any infrastructure support. These addresses
should never be routed. 

    The idea is that you can, with zero configuration, unpack a collection
of computers, plug them into a hub or switch, have them all find their own
IP address, and be able to communicate. Without DNS or other directory, you
need to use protocols such as SLP to find resources. SLP is like a generic
ARP. A system can multicast "Who is the printer?" and print resources reply.
