The short answer is that the client probably asked the server to update
it, or it said "I will do it myself". There is a setting under Control
Panel -> Network -> TCP/IP -> Properties -> Advanced -> DNS -> Register
My address in DNS.

If this is ticked then the client tells the dhcp server not to update
the forward zone as the client will do it itself. If not ticked then
the client asks the dhcp server to do the update.

You can override this behaviour with "ignore client-updates;" in dhcpd.conf.
