Although we may not like that behaviour, I think 'broken' is a bit
strong.

The RFC's clearly allow a client to use its lease until it expires.

It's just that that's not a very bright idea and INIT-REBOOT is
better.

There are other things that make 95/98's dhcp client broken.  For
instance, I once set my lease-time to 5 seconds to get hoardes of DHCP
activity in a very short time (to stress test some changes).

I crashed all our 95/98 boxes within an hour.
