There are several man pages provided with the ISC distribution. I
suggest reading them in this order:

 man dhcpd.conf
 man dhcp-options
 man dhcp-eval

and in the doc subdirectory of the source distribution are copies of
DHCP RFCs and Internet Drafts. These provide technical details about
the available options, the man pages above show how to set or use the
values.
