include statement

dhcp version : dhcp-server-3.0.3-21
   
  in my dhcpd.conf, I have following include statements: 
include "/etc/dhcpsubnets/10_0_1_0"; 

include "/etc/dhcpsubnets/10_0_2_0"; 

when I      rcdhcpd check-syntax     , it got through; 

but when I        rcdhcpd start    , I got errors that
/etc/dhcpsubnets/10_0_1_0 can not be found;

why?
