DHCP lease / renewal time is not immediately effective

I have some scopes under shared network with min-lease-time of 172800, global parameter is different. But hosts for that scopes sometimes gets IP for less than 172800. Any clue why?
When I increase min-lease-time for that scope to 345600, the hosts when sending the renewal request gets different IP (one-lease-per-client is not configured) with lease time of 345600.
Any clue why the DHCP is behaving that way?
