[Announce] splitted DHCP package (client and server separated)

Hi folks,

I'm currently working on an splitted dhcp package (separted by
server vs. client). The package uses automake for building (*1).

Anyone who's likes to see it, please drop a note.

*1: yes, i know, automake is far, far from being good, but it 
seemed the best compromise for now ...
