Question about leases

Good Morning,

We have v.3.0.3 of ISC DHCP in a failover setup. 

I have noticed a disparity between the lease entries across servers for 
a client that is having some trouble getting an IP Address:

Primary Server:
lease 172.28.192.206 {
  starts 5 2006/04/14 19:30:25;
  ends 5 2006/04/14 19:32:25;
  tstp 5 2006/04/14 19:34:55;
  tsfp 5 2006/04/14 19:34:55;
  cltt 5 2006/04/14 19:30:25;
  binding state free;
  hardware ethernet 00:40:05:b2:70:ac;
  client-hostname "DI-614+";
}

Secondary Server:
lease 172.28.192.206 {
  starts 5 2006/04/14 19:30:25;
  ends 5 2006/04/14 19:32:25;
  tstp 3 2006/04/12 21:49:54;
  tsfp 5 2006/04/14 19:34:55;
  cltt 5 2006/04/14 19:30:25;

Between the two servers, all fields match, save the following:

     primary                            secondary
  tstp 5 2006/04/14 19:34:55;    tstp 3 2006/04/12 21:49:54;
  client-hostname "DI-614+";  
                                 uid "\001\000\024l\227\001\243";
                            

Any idea why this would be?  A relay agent forwards the discover 
messages to the two servers, so they should be exactly the same, should 
they not?
