if you don't have working ipv6 just disable the stack
/etc/sysctl.conf:
net.ipv6.conf.all.disable_ipv6=1
net.ipv6.conf.default.disable_ipv6=1
after reboot you should no longer have ipv6 link local addresses
and so BIND realizes at startup that ipv6 is not supported
