There is a mailing list for Net::DNS.
List-Subscribe: <https://www.nlnetlabs.nl/mailman/listinfo/net-dns-users>, <mailto:net-dns-users-request at nlnetlabs.nl?subject=subscribe>
That said, there was a discussion last December about what has changed since Net::DNS was taken over by a new maintainer, meaning post-0.68. A small number of quite disruptive changes were made in 0.69.
