bind makes RRSIG disappear?

The test that decides that the zone may need to be re-signed doesn't
take the "none;" acl into account. Currently it is
"if (acl != NULL || ssu != NULL)" and should become
"if ((acl != NULL && !isnone(acl)) || ssu != NULL)".
