./configure --build=i686-unknown-linux-gnu CC="gcc -m32"

I ended up having to do
export CC="gcc -m32"
./configure ....... --build=i686-unknown-linux-gnu --host=i686-unknown-linux-gnu --target=i686-unknown-linux-gnu
And then install missing i386 devel libraries.
