You can have two masters, just be sure you synchronize them (rsync or
another method), BIND will no longer do it for you.

I think you can do this : have one master,two slaves .when the master is
down ,you can change one slave to master .
can you ?

Yes, that's why BIND no longer calls them "primary" :-)
