	Somewhere (just out of my reach at the moment) there's a white
	paper on anycast DNS which suggests how to use failure of an
	advertised service as a trigger to change the advertising
	process.  Google may be your friend.

	In the case considered, a change in routing advertisements is
	required whenever the anycast instance fails, and the two are
	coupled in the startup script for the DNS.

	In your case, a change in DNS advertisement is needed
	whenever the web server instance fails.  Similar coupling
	in the startup script might be an effective way to do this.
