I'm not sure if I understand the problem description.  What do you
mean by "having problems keeping records for tmomail once they get
stale"?  Could you be more specific?

Depending on what that means, it may be related to this bug:

2475.	[bug]		LRU cache cleanup under overmem condition could purge
			particular entries more aggressively. [RT #17628]

which was solved in 9.5.1b3 (and rc1).
