You seem to be confusing bind with the DNS protocol.
Anyway, the DNS spec already has a provision for this, called SRV
(service) records. They allow you to specify an ordered list of hosts
and port numbers used for a particular service for a domain -- it's a
generalization of the way MX records are used for the SMTP service.
But until browsers start using them, no one bothers to create them for
their WWW services.
